The first stage of this process involves the plots (as shown below) to be offered exclusively to the Council to be purchased by individuals and groups on the Council’s Right to Build Register for a period of 6 months from the date of the decision notice (ie. until 15th October 2025).

 

As an individual or group who is listed on this Register, you are therefore receiving this leaflet from the Council to establish if you have any interest in this opportunity. If so, you must please contact them directly in the first instance on or before 15th October 2025.

The plots are located on the south side of Toms Lane between No 112 (to the west) and No 120 Toms Lane (to the east), close to the edge of Kings Langley to the west and Bedmond to the east.

 

The site has good access to public transport, services and facilities, and is close to the motorway (M25) network.

 

High Street in Kings Langley, which has a range of local shops, facilities and services, is a circa 1.6km (approx. 16-20 minute) walk and High Street in Bedmond, which has a village shop and public house, is a circa 1.5km (approx. 15-19 minute) walk from the site.

 

Kings Langley Railway Station is located only 1.7km away which is served by West Midland Trains and benefits from frequent services between Milton Keynes Central and London Euston.

All matters other than the access and parking arrangement shown on the approved plan are reserved for subsequent approval. Each plot is served by two parking spaces, with four additional visitor spaces proposed.

 

Self-builders of the plots will have flexibility on design matters to work with the Local Authority through the reserved matters application process to achieve a design and layout which meets their own personal requirements. This provides the opportunity to express the individuality of their own homes within the broad parameters of the outline consent.

 

These details must be submitted to Three Rivers District Council within 3 years of the date of the decision notice. Full details of planning conditions, together with all associated approved plans and documents can be found on the Council’s website.

This decision was issued on 15th April 2025 under Three Rivers District Council’s reference 23/1277/OUT, and is subject to a Section 106 agreement which sets out a staged marketing approach for the site.
